JDK 7 부터 MD2, RSA 인데 키 사이즈가 1024미만 인 경우에 대해 거부하도록 기본값이 바뀌었다.

$JDK_HOME/jre/lib/security/java.security 파일

# 아래 항목을 #으로 주석처리한다.
# jdk.certpath.disabledAlgorithms=MD2, RSA keySize < 1024

궁극적으로 MD2와 RSA 키 1024 미만은 사용하지 않는 것으로 변경하는 것이 좋다.
